Through its services and products, CCOHS advances health and safety in Canadian workplaces, and the physical and mental well-being of working Canadians.

As a key member of the senior leadership team, the Corporate Secretary is responsible for ensuring and contributing to an efficient and effective governance structure as well as managing the organization’s compliance with various statutory and regulatory requirements. S/he leads, develops and implements all aspects of Council governance and functioning and provides advice and support to the Chair, members of the Council, Chairs of all Council subcommittees, and the President and CEO as well as government officials as appropriate.

The Corporate Secretary provides support services to the Council and its subcommittees so as to ensure all information and matters flowing to the Council are well planned, prepared and researched. S/he also ensures that decisions forthcoming from the Council’s decision-making, are documented, verified and recorded. The Corporate Secretary will take a lead role in working with Council in the development of CCOHS’s strategic plan. S/he will also ensure the Council activity is coordinated and aligned with corporate planning and reporting. The Corporate Secretary will also work with the Council to establish annual policy, policy evaluation and stakeholder engagement priorities.

Duties

The Corporate Secretary’s core responsibilities include:

Governance:

  • Ensuring effective Council governance by recommending best practices.
  • Developing procedures and standards to ensure effective decision-making and the productive exchange of information between senior management and the Council. Researching various policy and governance issues at the request of the Council.
  • Facilitating the Council’s governance evaluation process.
  • Leading the development, evaluation and renewal cycle of CCOHS policies.
  • Overseeing the quality assurance process of the Council’s decision making process.

Strategic and Annual Planning:

  • Supporting the Council’s governance role in the development, renewal and approval of CCOHS’s strategic plan.
  • Supporting the Council’s governance role in the approval of the annual business plan and budget.
  • Supporting the Council’s governance role in the corporate risk assessment process.
  • Reporting to the Council on the status of the strategic plan and CCOHS’ performance towards its strategic milestones and key performance indicators.
  • Coordinating the integration and reporting of the Strategic Plan, Annual Plan and Risk Management Plan.

Administration:

  • Preparation of agenda, minutes and related documentation for Council and Subcommittee meetings.
  • Ensuring that material required by the Council is distributed to the Council in a timely manner.
  • Co-ordinating the provision of support to individual Governors where clarification or elaboration on issues coming before the Council is required.
  • Dissemination and communication of information regarding matters considered by the Council, and co-ordination and maintenance of systematic follow-up procedures including maintaining the Corporate records.
  • Liaising with the Chair of the Council, the President and CEO and senior staff to identify issues to be considered by the Council in relation to planning, policy and program development.
  • Undertaking special projects as requested by the Chair of the Council, Chairs of sub-Committees and President and CEO.
  • Providing reference materials to the Council including matters related to the Canadian Centre for Occupational Health and Safety Act and the bylaws of the Centre.
  • Providing orientation and onboarding support for new members of the Council.
  • Preparing reports for various government oversight departments including Treasury Board Secretariat.
  • Drafting briefing notes for the Minister’s office and responses to Parliamentary questions.

Attributes

  • Ability to plan and organize and implement the full range of secretariat services for a Council of Governors.
  • Discretion with confidential information.
  • A thorough understanding of the governance pertaining to Schedule II Departmental Corporations as defined in the Financial Administration Act.
  • Ability to establish and maintain effective relationships with Council members, senior management team and external stakeholders.
  • Deep analytical, problem solving and policy development skills.
  • Ability to plan, contribute to, organize and implement projects requiring sensitivity and strategic analysis of issues and timing.
  • Knowledge of corporate records management and security classification systems for corporate records.
  • Knowledge of policy and planning principles and procedures.
  • Knowledge and experience with complex federal government processes and systems.
  • Occasional travel may be required.

Nature and Scope of Position

This role is the key liaison between the senior leadership team and the Council of Governors and subcommittees and reports to the directly to the CFO. The incumbent is responsible for leading, developing and implementing all aspects of Council governance and functioning and providing advice and support to the Chair, members of the Council. S/he is also responsible for overseeing the provision of all support activities required by the Council and its committees on matters related to governance of the organization. On matters related to policy, the Corporate Secretary will work with the CFO and ensure that CCOHS policies are up to date and in-line with the policies of the Treasury Board of Canada and other applicable governing authorities.

CCOHS functions as an independent departmental corporation under Schedule II of the Financial Administration Act and is accountable to Parliament through the Minister of Labour.

CCOHS operates within the framework of the following directions:

  • The Canadian Centre for Occupational Health and Safety Act mandates the Centre to promote the fundamental right of Canadians to a healthy and safe working environment.
  • The Governing Council, consisting of representatives from Governments (Federal, Provincial, Territorial), employers and employees (Trade Unions), created within the legal framework of the CCOHS Act, provides policy and direction for CCOHS operations. Consensus of the Governing Council has been guiding the services and operations of CCOHS from its inception.
  • CCOHS’ funding base is a combination of appropriations, cost recoveries from the sale of products and services and contributions from collaboration with the governments (Federal, Provincial and Territorial). Treasury Board requirements pertaining to the use of appropriation funding for public service and cost-recovery programs, dictate the policies and procedures followed for revenue generation and expenditures.
  • Federal public service requirements including the Financial Administration Act and Regulations, the Official Languages Act, formal government reporting requirements, are all mandatory functions for the organization.

Specifications

  • Graduation from a university with a degree in public administration or business administration or a related field.
  • Completion of professional development programs in governance.
  • Minimum of three (3) years’ experience in working with and supporting a Board of Directors.
  • Experience in the federal public service is a strong asset.
  • Bilingualism is an asset.

Salary

Within the range of

$89,744 to $115,545 (CCOHS-13) per annum.
