INTRODUCTION
The CCOHS legislation monthly report helps you track the legislative changes occurring in Canadian jurisdictions in March 2013. To assist you in tracking changes to this report, the updated information will appear in purple. Information contained in this report is restricted to environmental/health and safety legislation that is either available in the Canadian enviroOSH Legislation series or represents new items. We welcome your comments on this service. You can contact us at clientservices@ccohs.ca
Each jurisdiction contains information on the following:
1. Legislation in progress/proposed
1A. Acts
Contains the names of current federal, provincial and territorial bills relevant to the Canadian enviroOSH Legislation series. It is updated monthly. All bills are removed at the conclusion of a parliamentary session and a new series begins.
Note: If a bill has reached "Royal assent" this does not necessarily mean it is in force (effective). The notation NIF indicated Not in Force (i.e. will be proclaimed later).
Internet addresses containing proposed bills have been provided for those jurisdictions which supply this information. Please note that the bills are not official versions and that "first reading" bills may be amended.
1B. Regulations
List of proposals for amendments to current regulations or for new regulations. Some items may represent officially gazetted regulations which have yet to come into force. Summaries are included where available.
2. Amendments
Contains information about amendments which have come into force in March 2013. These amendments have been incorporated in the respective legislation by CCOHS staff.
3. Repealed Legislation
Lists documents repealed by the respective jurisdictions and removed from the Canadian enviroOSH Legislation series as of March 2013 under which they were made (Governing Act).
4. New documents
Documents that will be included in the Canadian enviroOSH Legislation collection. Please note that some items represent previously existing legislation to increase comprehensiveness while others are newly enacted legislation. Division 2 CANADA AMENDMENTS
Section 2.A Canada Acts
Canada National Parks Act: SOR/2013-16 amends the description of Wood Buffalo National Park in Part 2 of Schedule 1.
Section 2.B Canada Regulations
Domestic Substances List (Canadian Environmental Protection Act, 1999): SOR/2013-2 adds 4 substances to Part 1, adds 9 substances to Part 3 and adds 1 substance to Part 4. SOR/2013-5 deletes 3 substances from Part 1 and adds 3 substances to Part 2.

Motor Vehicle Safety Regulations (Motor Vehicle Act): SOR/2013-9 makes amendments to enhance vehicle safety and align Canadian regulatory requirements more closely with those of the United States. Section 208 of Schedule IV (Occupant Protection in Frontal Impacts) is updated. Exceptions for disabled persons have also been updated to account for various types of disabilities. Canadian safety standards 203, 204, 212 and 219 have been updated and provisions regarding the owner's manual have been clarified.
National Energy Board Processing Plant Regulations (National Energy Board Act): SOR/2013-17 makes amendments to improve clarity of the regulations.

Motor Carrier Act: S.N.S. 2012, c. 45, s. 9 amends section 12 of the act regarding the publication of a notice of application for a licence.
Section 2.B Nova Scotia Regulations
Environmental Assessment Regulations (Environment Act): N.S. Reg. 18/2013 makes several administrative amendments to reflect the introduction of the Environmental Assessment Review Panel Regulations.
Pesticide Regulations (Environment Act): N.S. Reg. 14/2013 amends sections 2, 7, 13, 22, 23 and 29. Subsection 8(2) is replaced.
Renewable Electricity Regulations (Electricity Act): N.S. Reg. 10/2013 adds provisions regarding the generation of electricity using biomass. This includes adding definitions for "co-firing" and "firm, adding section 6A regarding firm renewable electricity generation and replacing sections 7 (Shortfalls and overages) and 11 (Applying for electricity standard approval). Further amendments are made to reflect these changes. N.S. Reg. 11/2013 makes substantial amendments including the implementation of a 2020 renewable electricity standard and enabling the purchasing of power from Muskrat Falls. The amendments also provide for changes to the feed-in tariff program.
Used Oil Regulations (Environment Act): N.S. Reg. 15/2013 amends sections 9, 12 and 13.
