Motor Vehicle Restraint Systems and Booster Cushions Safety Regulations (Motor Vehicle Safety Act): Proposed amendments concern: a) new definitions, b) the drawing indicating the profile of the tether strap hook will be updated, and c) an unintended restriction in the performance testing requirements for rear facing child restraint systems is corrected. Motor Vehicle Safety Regulations (Motor Vehicle Safety Act): SOR/99-357 (Canada Gazette Part II, Vol. 133, No. 19) amendments in force April 1, 1999 require, among other things, medium and heavy vehicles to be equipped with antilock brake systems (ABS). It also establishes requirements for stopping distance performance for these medium and heavy vehicles. In addition, the amendments extend the applicability of section 105 to vehicles equipped with an electric brake system. Also, proposed amendments affecting three areas are found in the September 18, 1999 issue of the Canada Gazette, Part I: a) incomplete vehicles (p. 2741), b) liquified petroleum gas (p. 2755), and c) vehicles imported temporarily for special purposes, compliance labels and competition vehicles (p. 2765). Proposed amendments regarding a new class of vehicle, namely low-speed vehicles (LSVs), and their minimum safety requirements can be found in the Canada Gazette, Part I, November 13, 1999, p. 3370. Proposed amendments regarding power-assisted bicycles may be found in the Canada Gazette, Part I, November 20, 1999, p. 3448; a proposed change to the Vehicle Identification Number (VIN) standard as specified in section 115 may be found on page 3456.
Motor Vehicle Tire Safety Regulations (Motor Vehicle Safety Act): Proposed amendments to the Tire Identification Number (TIN) as specified in section 8 and Schedule III may be found in the Canada Gazette, Part I, November 13, 1999, p. 3381.

Quality of the Work Environment (An Act respecting occupational health and safety): The regulation replaces the current Regulation respecting industrial and commercial establishments (R.R.Q. 1981, c. S-2.1, r.9) and the Regulation respecting the quality of the work environment (R.R.Q. 1981, c. S-2.1, r.15). Canada Shipping Act: The section of 1998, c. 16 which amends section 406 (steamships exempt from annual inspection) is now in force.
REGULATIONS
Migratory Birds Regulations (Migratory Birds Convention Act): Regulation SOR/99-393 replaces section 10(4).
Motor Vehicle Safety Regulations (Motor Vehicle Safety Act): Regulation SOR/99-426 makes four minor changes to section 108 "Lighting Systems and Retroreflective Devices".
National Energy Board Rules of Practice and Procedure (National Energy Board Act): Regulation SOR/99-380 replaces sections 3(1)(g) and 4(2) and makes these and other changes to the French language text version.
2. ALBERTA
REGULATIONS
Pipeline Regulation (Pipeline Act): Regulation 220/99 amends the regulation in several places, including: repealing sections 11, 12, 26, 47; replacing sections 40 (pressure near test head assembly), 49 (submission of procedures manual to Board), 53 (record of internal corrosion mitigative measures), 56 (leak or break repair); Schedule 4 is added (Excavation Procedure for Exposing a Pipeline That is More Than 1.5 Metres Below the Surface of the Ground (Section 22)). Regulation 221/99 makes a number of amendments, including: adding section 22.1 (vehicles crossing pipeline); repealing sections 33 and 38; replacing sections 35(1) & (2) (recording pressure test results), 43(1) (Board approval of test medium), and 44 (application for Board approval of test medium).

ACTS
Motor Vehicle Act: As a consequential amendment of 1999, c. 6 (Bill 66) now in force, section 66(3) is repealed. Sections of 1999, c. 40 (Bill 78) now in force replaces subsection 21(2)(b) and amends section 212.
REGULATIONS
Bicycle Safety Helmet Exemption Regulation (Motor Vehicle Act): Regulation 305/99 amends sections 1 and 3 (reference to "quadricycle").
2. NEW BRUNSWICK
REGULATIONS
Boiler and Pressure Vessel Code (Boiler and Pressure Vessel Act): Regulation 99-55 amends section 601(a) (replacing "Stationary Engineers Licence" with "Power Engineers Licence").
Heating Plants and Power Plants Regulation (Boiler and Pressure Vessel Act): Regulation 99-56 amends the regulation in several sections, mainly to reflect the replacement of "stationary engineers" with "power engineers".
