Reporting to the President and Chief Executive Officer (PCEO), this position provides leadership in establishing the direction and effectiveness of the Information Technology and Facility Services for CCOHS.
The Director of Information Technology and Facility Services (DIT&FS) is responsible for the analysis, design, planning, implementation, and maintenance of all facets of Information Technology. The incumbent works with the senior leadership team in identifying and implementing cost-effective technology solutions. In collaboration with CCOHS departments, the incumbent leverages understanding of CCOHS internal and client requirements to develop IT strategies that lead to superior occupational health and safety performance and effective and efficient internal processes. The incumbent provides the information technology and facility management strategy, leadership, and day-to-day management of the service units responsible for infrastructure, software, hardware, networks, client solution development, telecommunications and cyber and building/personnel security. The DIT&FS has the ultimate responsibility of identifying, recommending and designing current and future technical solution
The Director of Information Technology and Facility Services is a member of the CCOHS leadership team and oversees all aspects of the IT and facility service functions. This position is a key strategic partner to the leadership team and a business partner to managers and supervisors of the Centre.
The DIT&FS is responsible for the effective operation of information technology (IT) services and support, as well as building services, across the organization. The incumbent oversees IT project management, overall software development planning, resource management, compliance, all aspects of leadership of IT managers and any other direct reports. This position is also responsible for IT operational planning, as well as identifying, selecting, and deploying the appropriate technology resources that will support organizational goals and objectives, and meet client needs. Responsible for IT vendor management and sourcing including cost analysis and comparison as well as overseeing all IT vendor agreements and contracts to monitor adherence to vendor term conditions, performance, licensing requirements and status. This position is responsible for all aspects of performance management across the IT&FS team.
There is continuous communication and interaction with all levels of the Centre as well as communication with external contacts which include other government departments and vendors.
This position and the assigned management team is responsible for the health, safety and well-being of their employees, ensuring they are properly trained and oriented, monitoring employee safety, ensuring that tools and equipment is properly maintained and that safety protocols, policies and procedures are followed.
This position requires extensive knowledge of information technology management (theories, practices, techniques and standards), and knowledge of current trends in information technology management, in order to make recommendations to senior management. In addition, the position requires knowledge of technological trends and an ability to understand and communicate to stakeholders the potential impact of these changes on product and services offerings.
The incumbent requires strong analytical skills to gather information and evaluate options to develop solutions for recommendation and direction to senior management. Strong negotiation skills are required in order to negotiate with managers for resources and for negotiating with external vendors This position requires the ability to problem-solve, have some knowledge on project management, software development methodologies and good evaluative skills, as well as the ability to multitask, adapt to changing priorities, be decisive, and meet tight deadlines.
The incumbent must have strong people leadership skills, excellent verbal and written communications skills with the ability to convey complex technical topics in easy to understand language, as well as the ability to effectively communicate both internal and external stakeholders. The ability to manage and build consensus across functional teams and Service Units in a government and unionized environment and to effectively manage change is also required.
The incumbent weighs pros and cons of each potential solution, seeks additional information if needed and makes the final decision on which option has the best chance of success at the least cost. Ensures all problems/issues that may affect deliverables/milestones are dealt with in a timely manner.
The incumbent, in consultation with Service Unit Managers, is responsible for ensuring that IT plans which could change according to priorities will continue to be appropriately resourced and completed according to set plans.
The incumbent is responsible for managing all service unit priorities to ensure that all work assigned to the IT Service Units is completed within scheduled time frames.
This positon is responsible for designing, maintaining, and growth planning for the infrastructure supporting CCOHS and the delivery of day to day service levels for internal clients and externally facing IT projects. This position will create and ensure adherence to quality standards and compliance to all security and IT policies and directives. The incumbent will set direction and is responsible for ensuring IT Service Units Managers achieve the performance goals and targets assigned to them and their teams. The Director is responsible for ensuring that IT and FS business plans are consistent with the Strategic Plan and are accomplished accordingly. The incumbent is accountable for all aspects of people leadership within the department.
Physical Effort: The employee works at a computer (keyboarding and mousing to read and reply to e-mail, prepare reports, review information, etc.) for the majority of the work day. The work is interspersed with non-computer based activity, such as reading, thinking, proof-reading, photocopying, filing. The employee has some control over the workload and has the opportunity to get up, stretch, and walk on a regular basis. Some stooping and lifting (or handling of light material) may be required.
Physical Environment: The employee works at a desk and/or a computer workstation with a keyboard and a mouse for the majority of the work day. The workstation and desk are ergonomically set up, with a wrist rest, mouse rest, document holder, task lamp, as required. The lighting meets standards and there are adjustable blinds on the windows as required. The building environmental controls meet general office requirements.
Sensory Attention: The position requires concentration to compose, enter data, proof-read, quality assure, read routine information, communicate with others via e-mail, search for information and listen to others carefully.
Mental Stress: Supervision of staff and working with Service Units, Managers, and Project Teams. The position requires concentration when reviewing their own work and work of direct reports. There is a high need for precision to proof-read, quality assure, read and understand information, communicate with others via e-mail, and listen to others carefully. There are Interruptions while concentrating on a complex task. There are numerous shifting and competing priorities, consequence of missed deadlines or errors, and providing decision making advice to senior management.
Salary
Within the range of
$109,264 to $140,675 (CCOHS-15) per annum.
