Legislation Technical Specialist (1-year Temporary) File Reference Number: GE-113

Through its services and products, CCOHS advances health and safety in Canadian workplaces, and the physical and mental well-being of working Canadians.

The General Health and Safety Services Unit provides a comprehensive service of information and supports work-related health and safety initiatives on all areas of workplace health and safety to improve the total health of the individual – mental, physical and psychosocial.

The Legislation Technical Specialist provides knowledge and expertise to develop CCOHS products and services through various team efforts as assigned. The Legislation Technical Specialist will liaise with other Service Units to support products, apps and projects that have a legislation component. This position is responsible for researching, analyzing, writing and updating content associated with legislation and legislative reviews across all jurisdictions in Canada.

This position will assist the Public Health Partnership (PHP), Education, and Inquiries Service Units through the Business Resumption Program.

Duties

  1. Legislation:
    • Monitors enviroOSH legislation collections across Canadian jurisdictions (including amended, new and repealed legislation).
    • Identifies new bills, acts, regulations, amendments, proclamations and repeals that should be included in the enviroOSH legislation collection using tools such as official gazettes. Identifies related guidelines and codes of practice for the assigned jurisdictions.
    • Monitors key amendments which are coming into force and analyzes the impact to CCOHS products and services.
    • Prepare related legislation jurisdictional scans across all Canadian jurisdictions for internal and external clients.

  2. Support for Other Service Units
    • Provides health and safety legislative support and research to assist client services/inquiries officers in responding to health and safety inquiries.
    • Provide supporting data and/or assist in the update of other CCOHS products (ex. OSH Answers, e-course content, etc.), when needed.
    • Facilitate knowledge-sharing of information to support other Service Units, when needed.

  3. COVID-19 Business Resumption Program Initiative
    • Provide support for the development and maintenance of legislation-related products and resources. For example, updating legislative references within existing COVID-19 materials/resources (ex. Tip Sheets, e-courses, infographics/posters, etc.). This might include research of health and safety legislation, guidance from Public Health Officials, and/or good practices from other jurisdictions.

Scope of Position

The incumbent reports to the Manager, General Health and Safety Services Unit. This position supports the enviroOSH legislation product and the Public Health Partnership (PHP), Education and Inquiries Service Units. All work is planned and implemented under the direction of a GHSS Manager/Supervisor.

The position is expected to participate in the planning of the Legislation Team activities, to ensure that the incumbent plays an active role in achieving goals and deadlines. The incumbent must adjust to frequently changing priorities and deadlines, and notify the Manager of time constraints or challenges that may arise.

Know-How

The position requires:

  • The position requires a thorough understanding of occupational health and safety legislation in Canada. The position also requires knowledge of text processing software (e.g. Arbortext), as well as a good understanding of legislation databases.
  • Strong interpersonal skills to provide high quality, professional and timely service.
  • Excellent analytical skills in identifying, researching and interpreting health and safety legislation.
  • The position requires sound knowledge of the jurisdictional framework in Canada, as well as Internet tools and technologies as they pertain to the provision of health and safety information.
  • Strong organizational skills with excellent attention to detail and accuracy.

Problem-Solving

The incumbent will:

  • Require a degree of evaluation and judgment in monitoring and selecting new or updated legislation.
  • Investigate and correct any discrepancies that are referenced in CCOHS legislative products (e.g. e-courses, OSH Answers, Tip sheets).
  • Require the ability to recognize inconclusive or contradictory health and safety information and to communicate a course of action to address the issue with the appropriate audience.

Accountability

  • The incumbent works closely with General Health and Safety Services team members as well as other service units.
  • The incumbent is responsible for reporting legislative updates and proactively provides support and solutions to the appropriate service unit manager.
  • Sound judgement and attention to detail are required in all areas of work to ensure that CCOHS information is accurate and reliable.
  • The incumbent is accountable for completing work assigned in monthly plans and annual business plans.

Working Conditions

  • Physical Effort: The employee works at a computer (keyboarding and mousing to read and reply to e-mail, prepare reports, review information, etc.) for the majority of the workday. The work is interspersed with non-computer based activity, such as reading, thinking, proof-reading, photocopying, filing. The employee has some control over the workload and can get up, stretch, and walk on a regular basis. Some stooping and lifting (or handling of light material) may be required.
  • Physical Environment: The employee works at a desk and/or a computer workstation with a keyboard and a mouse for the majority of the workday. The workstation and desk are ergonomically set up, with a wrist rest, mouse rest, document holder, task lamp, as required. The lighting meets standards and there are adjustable blinds on the windows as required. The building environmental controls meet general office requirements. There is a potential for RMI if safe work procedures are not followed, due to prolonged use of cursor keys when processing documents.
  • Sensory Attention: The position requires concentration to compose, enter data, proof-read, read routine information, communicate with others via e-mail, search for information and listen to others carefully. Attention to detail when researching, identifying and processing documents, when work is required in both English and French. There can be difficulty reading and identifying required information from poor quality or scanned documents. Active listening is required when interacting with internal and external contacts.
  • Mental Stress: There may be conflicting priorities and persistent stress related to year-end or client-related contact and deadlines. There are production schedules to be met for product lines. There can be a high level of stress related to workload, tight deadlines and a high volume of work where accuracy is required. Work may be repetitious.

Specifications

  • A degree or diploma in Occupational Health and Safety, Law, or Legal Studies/ Paralegal Practice and a minimum of five years of related experience, or an equivalent combination of education and experience.
  • Sound knowledge of reputable health and safety websites and other online information repositories and how to navigate them in order to identify relevant health and safety legislation, good practices, and other information.
  • Ability to organize and disseminate information clearly and concisely, and to research new information quickly and efficiently.
  • Excellent written communication skills. Ability to summarize legislation, regulations, guidelines and other regulatory documents.
  • Strong organizational skills with excellent attention to detail and accuracy.
  • Strong ability to work in a team environment, including as a subject matter lead.
  • Sound knowledge of a variety of software products: word processing (Microsoft Office Suite, Arbortext, and FileMaker).
  • The ability to communicate orally and in writing fluently in both official languages is an asset.

Salary

Within the range of

$66,719 to $85,900 (CCOHS-08) per annum.
