It provides a structured approach to hazard control by organizing control measures from the most effective to the least effective.

When choosing a control measure, start from the top of the inverted pyramid. The most effective way to reduce risk is to eliminate a hazard altogether or substitute it with a safer alternative. Continue this process until you have reached the bottom of the pyramid and have identified as many controls as needed to protect your team. Layering multiple control measures can improve the overall effectiveness of controls.
